Program Leaders and Program Staff get an operations-first command view with roster, signup, operations, logistics, photo, message, incident, and escalation actions. In the Volunteer sidebar, this page is grouped under My Programs so pending applications and approved memberships stay together. When starting a Program application, applicants can save a private draft and resume it later; optional PDF, JPEG, and PNG attachments are restricted to the draft. Disaster-response intake, screening, credential review, and readiness follow-up remain volunteer-facing pending states until staff makes a decision.
